Ryan has been working on the tax code his entire Congressional career. So much so I hesitate to use the word rushed with it. Though this section does seem to have multiple finger prints on it.

I think you’re over-estimating how much of Ryan’s career was spent on fine-tuning the details. You know the old saying about the final 5% of a project taking 50% of the time? I don’t think he ever focused on the final 5% until he had to.

As someone whose industry was heavily impacted by tax reform, I can tell you the bill was highly rushed with little time for analysis and revisions. Lots of impacts still being worked out. Very much a "pass something now, fix it later" approach.
