So if x state wants to regulate sports betting, and leagues lobby against that based on harm, you don't find that germane?

No. Leagues can support non-sports gambling while opposing sports betting for the unique harm it causes their product.

2/ Leagues' argument is: a) non-sports gambling is fine, b) we oppose expanding sports betting which we believe will harm us.

3/ It's fun to point at the leagues and yell "Hypocrite!" (or "unclean hands" in legal jargon) when the leagues touch gambling somehow.
