No, just one form of ID, but it has to be from the approved list (military ID, passport, etc).

it's basically a passport on a license, but can only be used for US travel

So it can't replace a passport in any way for international travel, it can only serve as proof of ID in the USA?

Passport card can be used to travel to/from Canada, Mexico & Caribbean via land or sea.
