No. Leagues don't have to police ALL PASPA infractions. They can make judgments as to scope of problem.

Also, greater risk to integrity of game (match fixing & point shaving) from traditional sports bets v. DFS.

2/2 Leagues have actual examples of point shaving by players and refs. DFS has no such baggage.
