a less targeted partial repeal remains a possibility, as per CA3, but would take another two years of litigation to find out.

Doubt there is public support for sports betting outside casinos/racetracks. Can't use state lottery. So what else is there?

partial repeal limited by county rather than venue. Who knows if it would work? But better chance than a casino/track-only repeal.

There are two different issues. 1) What works under PASPA per CA3 decision? 2) What is politically possible?

I think what works under PASPA will never work politically. So, PASPA must go before you'll see NJ get sports betting.
