Doubt there is public support for sports betting outside casinos/racetracks. Can't use state lottery. So what else is there?

partial repeal limited by county rather than venue. Who knows if it would work? But better chance than a casino/track-only repeal.

I think a county only solution likely fails under PASPA, almost certainly fails politically.
