2/ How does it work on calculating revenue for taxes for residents of 'x' state when a contest overlays? Is that just a zero, since no rev?

Taxes on revenue would not apply to the overlay from the company perspective. Players would still be taxed on winnings.

This is what I figured... every time there's overlay, no revenue for the state. I wonder if states w/ taxes are excited about that

States want to protect citizens from the evils of gambling. But they want/need them to gamble more for tax purposes.
