@jifrah If truly unregulated (rather than backdoor regulated), then likely no PASPA issue, but hardly creates “legit” casino gaming. (1/2)

@Grange95 NJ would say that restrictions on gambling activity (via DGE) do not constitute authorization or sponsorship of sports wagering. -
@jifrah Agree PASPA has ambiguity as to permissible regulation (if any). But “we regulate but don’t license/promote” seems too cute by half.
