This is the kind of scenario I was thinking about yesterday. If this clown just has the "reserve the right to refuse service" sign up, I have the right to go shop somewhere else. Where does this stop being a business owner's prerogative and cross into an actionable legal issue?

It depends on state law. Roughly half the state’s have non-discrimination laws that include LGBT. So this type of thing would violate those state laws.
