The reason is Xcel is a monopoly and can do what they want. They defy our Co State Legis constantly with shoddy work and shirking. Pass laws
Years ago we had a drought so Denver Water raised rates to get us to conserve, 2 years later they raised rates because we conserved to much.
You miss point. Do what is right. Conserving water is a win. Dealing with high cost is secondary. Would you rather have no clean water?
