My executive order also creates a "GreenGov" Council to boost sustainable practices in government:
Reduce energy consumption
Replace state cars with electric/hybrids vehicles
Offset 40% of annual electricity use with renewable energy

The GOP legislators (control state congress) cut taxes of businesses, corporations, and the wealthy. Taxes need to come from somewhere. So GOP shifted the burden to the middle class.
