The plan for the Second Avenue Subway that created the whole 4 phase idea specified that Phases 2 and 3 would both be constructed at the same time. Why isn’t phase 3 also on the table for construction with the new influx of federal funds?

That's nice, but fact is, Harlem already has good subway service from several lines. How about a plan to extend lines into the vast tracts of northern Queens & mostly southern Brooklyn that have no subway service?

The NYC Subway capacity constraints are very real. The Lex is well over capacity. Extending SAS Local/Broadway Express to Harlem will relieve the Lex. But yes, the 4 should be extended down Utica and Nostrand should be extended all the way down.
