State of emergencies are declared in advance to prepare resources to lower response times. It's proactive, not reactive. It's easier to send kids home on short notice than to mobilize large-scale emergency response without preparation.

Why doesn't the DOL focus more on fixing the wildly inept UI services? I filed a UI claim 7/12, as of 10/26, still under review. Call multiple times daily and hung up on by the service every single time. I'm drowning and you and Ms. Reardon have your foot on my head.
