I stopped in a few independent stores in Rochester, all “requiring” masks. Yet the malls, grocery store chains, and most restaurants, still “recommending”. The state meets to mandate. Why wait until numbers are higher. Masks work.

NYC wears masks and Covid rates are low. Rural areas don’t and they have a problem.
