How many of those are north and west of Westchester and Rockland Counties? Because I know in Chemung and Steuben we're hovering around 40%.

No. It is because of the mandates! Teachers had a deadline of 5 pm Friday to get vaccinated. Mandates are working. I got a booster already and they clearly ask which you are doing and have records.
