There seem two New Yorks: NYC and the rest. NYC has 7-day positivity rate of 1.47%. No other regions are anywhere near. Highest being North Country 5.37%. Or Downstate vs Upstate: NYC, Long Island, MidHudson are all >3.18%. Upstate counties are <3.74%. Of 38 deaths, 10 are NYC.
