If necessary, I’m prepared to sign an executive order to increase workforce supply and allow qualified health care professionals licensed in other states or countries, recent graduates, retired and formerly practicing health care professionals to practice in New York.

This translates to, don't go to a NY hospital. It's better to be under the care of an unvaccinated healthcare provider who tests negative for Covid, than someone unqualified (but vaccinated) for the job. It's almost as if this law has nothing to do with protecting patients.
