60% of 20 million is 12 millions. Assuming 2 doses/person that equates to 24 million doses for 60% of the population to be fully vaccinated. Factor in some individuals who got the single shot J&J which would bring down the total # of doses. It adds up.

Proud to say my daughter (14) and I both added ourselves to that list month ago. We still distance and mask, even up in the tip of the (true) North Country...in remote Plattsburgh, where we seem to get hit ~6 weeks later than most of the state... Not taking any chances here!
