Grateful for all the leadership and data informed decision making in NY. I hope the winter plan will distinguish between community rates and school rates. Right now there are schools that have had 0 cases that are having to test all their students and staff to stay open.
Per @NYGovCuomo today, in anticipation of #COVID #s increasing post-#Thanksgiving, we are working on a Winter response plan:
1. Strengthen our micro-cluster strategy
2. Set safe parameters to keep schools open
3. Develop a robust vaccine distribution plan

I appreciate your efforts. One question/comment regarding these points. What does strengthen mean? Would refine/reform be a more appropriate term? Obviously this is a complicated problem and continuous work is required but I haven't heard much detail?
