If there have been 28 deaths in Erie County alone since Friday, how is the three day rolling average for deaths only 1 for the WNY region? I don't understand how we are meeting the second metric.

What phase are gyms, tattoo shops, yoga studios and martial arts schools? They are capable of of following guidelines and have less ppl in them then the grocery stores that are open
