Yes transparency isn’t an updated chart it’s the actual data. Not sure why you and @NYGovCuomo are not releasing it but it is extremely hypocritical given you both claim you want to be as transparent as possible. Guess it’s all for show.

Suggestion: A "negative test" members only club that combines permissive access with a negative test. But available testing if no test exists. Like each day to the Subway you scan your negative test card. If you fail you get an on the spot test. High speed testing will allow this

To enter city hall you would need a negative test card. If none exists you get an on the spot test. To enter the library you show your negative test card, same thing. To enter a supermarket the same thing etc... Not perfect but this will limit exposure to large numbers of people.
