Is there any service which is 24x7 DNS A and MX record lookup'ing the Alexa top 10,000 websites from multiple countries, and recording changes in a log? If not I think this might need building.

what about DNS zones' negative cache/TTL and various awkward related settings different resolvers implement?
-
you just have to account for that, e.g. if somebody had looked up Google DNS for this they would have spotted the shift

How would this work with CDNs though? You'd expect to frequently get different results. Perhaps notify on change of netblock owner for target?
-
you could cater for it, e.g. if you know what it usually looks like (historic logging) and it suddenly changes to a different netblock etc. Or just plain log it.

My idea would be a bunch of lambda functions spread across AWS regions, that write into a single DynamoDB. (Or to files and then to DynamoDB) And an API that exposes data in the DB for public consumption. Sounds costly though. But I’m happy to help build out
