They did good and they did real bad. This breach was a sustained team effort by the senior team there to not resolve vulnerable systems.

I've worked with orgs that have nearly that much personal data and have been around as long that have never had something like this happen

Utilities and health authorities, insurance companies and banks have dealt with this, and segment properly to prevent mass exposure

You're assuming that they haven't gotten owned before this badly by actors who got away clean & undetected. Which I'd like to believe. But.
