I believe that a WAF would have caught this had the proper rule put in place. This is a complete fail.

In fairness unless somebody actually made a WAF rule it probably wouldn't have. It was a new vuln.

Yep. Lots of orgs haven't got to WAFs yet, or buy them but don't finish install (they stick it on one site, realise ball ache, abandon it)
