My experience with many ICS/HMI/etc vendors is... they aren't hot on security. They say they are, but they often were super bad.

Yep, it depends how good companies are vetting suppliers. I had some where only company would make a part, so you were stuck with poo.

Stuck with poo is the default position. Which means having to design around that with at least an impact to serviceability.
