My experience with many ICS/HMI/etc vendors is... they aren't hot on security. They say they are, but they often were super bad.

Not always. I've seen random contractors sent out to do client installs, with PDFs of install instructions.

Yep, it depends how good companies are vetting suppliers. I had some where only company would make a part, so you were stuck with poo.
