Yes you're absolutely right.. Strategy needs to be driven by the business as they are ultimately accountable.
Microsoft did it really well in 2000, shifted to security focused, trained all devs in writing secure code etc.

Also privacy by design as part of GDPR will help focus the minds of alot of organisations.. given then implications if not implemented
