As soon as I saw CryptoAPI in header that was my first thought - I've been seen it whitelisted in a proxy before, to whitelist CRL checks.

I'm honestly surprised that anyone whitelists it or even knows about it, how many sys/net admins read MSDN?
Trust me when I say people bung whitelists in from Google searches to try to get things working.
