Note that the MEDoc backoor wasn't as widespread as the worm. The Ukrainian offices had it - not all Maersk offices worldwide, for instance.

Why would anyone use the MEDoc software outside Ukraine?

All it takes is one PC, then it had lateral movement for AD environments. My understanding is you needed it for customs tax in shipping.
