Why bizarre? They aren't just flushing $20k away, they want to give it to criminals, in order to do good. This *is* a moral question.
It's also flushing it away in the sense they will just release it anyway.

We don't know that. We don't even know if there is anything to release. That's not the point.

The point is that one has to weigh for themselves the balance between "funding criminals" and "doing good". It's a moral dilemma.
