They're state-spons money isn't the issue here. Just think about all these exploits in the hands of less scrupulous persons. We need patchs
And the NSA can and should inform vendors so patches can be developed. InfoSec shouldn't pay its own ransom.

NSA prooved many time that counting on them is a mistake. IMO, InfoSec should do it job, crowdf. making it less expansive
