Considered but rejected? Fantastically illegal and long term benefits are *far* too vague compared to risk if discovered as the originators.
In fairness, intelligence agencies worldwide do things like assassinations etc. Ransomware as a cover for hacking could be a thing.

Yes, but, contrary to that joke, they're intelligent: amateur ransomware is a poor play against other options, and carries too much risk IMO

I agree. Everything I've seen so far is pretty amateur. Even WannaCry was trash.
