Google play music has decided that albums I DOWNLOADED will not play locally and instead be streamed, which has eaten my data alive, nearly doubling my Project Fi bill. THANKS A LOT GOOGLE.

Nope. Tried clearing cache, data, reinstalling too... In a chat with help for 20 minutes now trying to figure it out.

Yes. I tried replicating the issue a second time while in chat and now I can't. But I'm still fearful of it streaming again, I've already used enough data in 10 days what I normally use in a month according to the Fi app. And Play Music is my number 1 data use.

Clearing app data or reinstalling the app will delete downloaded music. Also, when your device syncs, Google apps refresh their data. So it's important that you have the sync settings correct. More info here: https://goo.gl/9xvasW
