Android 7.1.2, Music 7.9.4921. Sometimes it'll be there, or not, sometimes 'Refresh' works, or not, sometimes cache clear works, or not.

Got it. Just to confirm, have you cleared app's cache: Settings > Apps > Play Music > Storage > Clear Cache > Restart Device? Let us know.

That's odd. Could you try uninstalling and re-installing the Play Music app updates? Keep us posted.
