But will I be able to listen to them offline and in the background? I saw that YT Music won't let you get off the app and let music play in the bg without paying, which sucks. Do you know if that will be changed?

After the transfer is done, your purchased songs/albums from Google Play Music can be played in the background, or offline, using the YouTube Music app even without a Premium subscription. Hope this helps clarify.
