@GooglePlayMusic when Play Music shuts down and integrates with @youtubemusic, will I be able to recover/transfer the albums I have bought from one service to the other?

That feature is currently unavailable, but we're actively making updates to improve the YT Music experience based on our users input. You can definitely share your suggestions by clicking your profile icon > Send feedback. It helps us track and prioritize requests.
