@GooglePlayMusic I don't see anything about 18 or above, the only mention of age is that under 13 a family manager needs to create the account.

I did, and they effectively told me the same thing you did in your first tweet, though they said 13 not 18. This was after over an hour of being passed back and forth between the home and music teams. I have little interest in doing that again.
