To clarify, for you to be able to add a member to your family plan, they must be 18 years or above. Find more info: https://yt.be/help/2GqG . Hope this clarifies.

@GooglePlayMusic I don't see anything about 18 or above, the only mention of age is that under 13 a family manager needs to create the account. -
