@GooglePlay I'm trying to buy Google play credit to pay my Google music subscription but my card is being declined despite having enough money. $1 was also taken out of my bank account by Google. What's going on?

When will I be able to use my card to purchase credits? I have to pay my music subscription. I currently have $9 in credits already, I'm trying to add $10 more so the full $16 due for Google music doesn't get pulled from my bank account.
