@Google it seems that Google Play Music on my Android Phone keeps getting stuck downloading music I uploaded to Google Play Music.

Occasionally "ERROR Downloading music, will try again later". I tried downloading music last night and it was at 9% when I went to bed and when i woke up this morning it was still at 9%.
Thanks for the info. To make sure that you've enough storage available for the download, let's check ☰ > Settings > Storage location. Let us know.

I have it set to External Storage. It currently isn't downloading.

Try clearing the app's cache, here's how: ☰ > Settings > Clear cache. Then restart your device. Let us know if that works.
