There are plenty of similar reports. The google forums (scroll down to more recent https://productforums.google.com/forum/#!topic/play/nK9aTnusHh4;context-place=topicsearchin/play/category$3Amusic%7Csort:relevance%7Cspell:false …), reddit etc. No error it just says "uploading 100%" on bottom and never uploads nor gives option to save.

A few days ago it would say "upload error" now, it just does what I said in the last tweet. Multiple browsers. All up to date.
