The link also states: "Note: Paid content may not be available in some provinces or territories, even if the governing country is listed above." How do I know for sure that the Indian Google Play Music subscription will work outside India?

Your subscription and paid content are different. For example, if you want to buy an album or a song (paid content), licensed for streaming in one location, may not not be available in other locations. Let us know if you have questions.
