Are they talking about being vaccinated for the flu? I assume they mean the flu - if not then this is even more bizarre because I haven’t trusted the current “situation” since it started.

They're talking about the overall percentage of people who have been "infected" with the virus, but have shown no systems whatever. A few large CA counties are testing large portions of random people, discovered an unexpectedly high number who are now positive for anti-bodies.
