My concern as a store that tries to foster a culture of access for everybody, is their decision to gate a card behind a plus of a hundred dollar item (Canadian dollars). They'll be in the market as singles and probably no more than 10 bucks, but even so.
So your point is that someone somewhere is going to game the system so the whole thing is a wasted effort? Fine, you win - it's a wasted effort. Meanwhile I doubled my initial order because I'll sell a month's worth of product in a weekend because of this promotion.

I mean...once again literally not what I said, but don't let that stop you. Are you honestly telling me that "Getting a 6 mana casual commander card" is going to sell a MONTH's worth of extra product? Like...are you going from 4 boxes to 8 boxes?

So here's the thing: People like the idea of supporting their LGS, but online pricing usually wins out. A good promo is often just enough of a nudge to tip the scales. This promo is special and is likely to have a non-zero value. That + early release is enough to tip the scales.
