Wizards need to sell packs. Stores need to sell packs and singles. Large events need vendors willing to pay for space. Vendors need singles to be profitable enough to justify their model.

Sell more at a lower price seems to be a pretty staple business model these days. Also, people are always going to want first printings and old art. I mean, the Gutenberg Bible will always be hella expensive even though it happens to be the most reprinted book in history

Stores need two things to make magic profitable: pack sales and singles turnover. Modern doesn't sell packs and sells singles less. When stores aren't making money on Magic, they're not going to host events or teach new players

"Masters" packs have sold worse at each new release... and still they sell better to casual players than eternal players because eternal players just buy cards for one or two decks and don't need "random" old crap
