My argument is that if everyone plays Non-rotatong formats, they can't sell standard level sets anymore.
They would still need to sell Magic to those players, so they would have to make sets on a higher power level to have any impact on Legacy

That higher power level would instantaneously spoil the delicate balance of Legacy

Single cards like Fatal Push are easily absorbed into the format, but when everything is a Fatal Push, it becomes much more disruptive
