So did today's rule change effectively ban companions in Commander as there is no "sideboard"?

I'm not sure I understand as there was no sideboard in Commander before and Companions previously started in your sideboard. However you were playing them before, the same thing would apply now I imagine.
I thought the original wording was that companions began "outside the game" which in tournaments could only be the sideboard
