Arguably you see this happening in EDH where decks start to be more and more focused on new cards and people don't look beyond the obvious. Wizards printing for the format and EDH REC homogenizing the format does not help.
Eternal Format Hot Take: The biggest barrier to eternal formats isn't monetary, it's mental. The massive card pool creates a requisite minimum knowledge requirement that most people can't overcome.
