Not sure if you mean there's that many different pieces or if you're implying there are 16,000 rooks.
Chess has 6 pieces, Magic has 16,000 (15,000+ unique) pieces, it's an awful comparison

For the casual player, sure. However in the competitive space, where the vast majority of those cards are outclassed by the .1%, I think the comparison is fine. Sure you could play budget chess with all pawns, but you'll be at a disadvantage and be made well aware of it.
