To a degree. A lot of the growth we saw in the last few years of Modern was largely related to Standard being rancid and Modern being the next most accessible constructed format. That will no longer be the case come Fall.
Players either quit or keep playing. A significant number of players that keep playing will move to eternal formats over time. I don't know what there is to dispute here.

There are lots of people who have been playing Magic for a long time that only ever play Standard or Limited. You don't have to quit or change to a non-rotating format.

Some players only play limited. Some players only play Standard. Some players only play Modern. Some players only play Legacy. Some players only play Vintage. Some players only play EDH. The majority of players that don't quit playing acquire cards for additional formats.
